Dear Mr.Beckett,

The Treasury Cheat Officer at Hong Kong has

been discussing with the Hong Kong Government the

question of making an agreement by which they would remit

surplus balances home through him: but there have been

difficulties about coming to an agreement, about which

we propose to consult you officially.

It is suggested here that we might discuss the

question before an official letter is sent, and I under-

stand that you are likely to be dealing with the official

letter. Could we arrange to meet, either here or at

the Colonial Office early next week, and clear the ground

a little?
